AMERICAN ACTION ANSWER TO TOKIO SEIZURE OF JAPANESE (Reed. Aug. 19, 9 a.m.) WASHINGTON, Aug. 18. Japan’s refusal to permit Americans to depart from Japan has caused Representative John D. Dingell to demand that the United States authorities should seize 100,000 Japanese in Hawaii and place them in a concentration camp unless the Americans are released peaceably. It was announced in Tokio to-day that the Japanese Foreign Office had notified all foreign embassies and legations that all aliens must obtain permission from the local gover..or before leaving Japan. The order becomes effective immediately. A message despatched from Washington on Sunday stated that the State Department had announced that Japan had refused permission for the American liner President Coolidge to visit a Japanese port to embark 100 American civilians who desired to be repatriated, many of whom had already sold up their belongings, left their employment and were virtually stranded. The United Press described the Japanese action as keeping the Americans as virtual hostages.
