SALVATION ARMY (Per Press Association.) WELLINGTON, this day. The territorial- commander of the Salvation Army in New Zealand, Lieutenant Commissioner J. Evan , Smith, has been promoted to the full rank of commissioner.
The Chief Secretary, LieutenantColonel W. A. Ebbs, has been promoted to colonel. This information was received at territorial headquarters, Wellington, last night from General Carpenter, London.
