BORDER OF RUSSIA JAPANESE INSTRUCTIONS (Reed. Aug.- 9,2 p.m.) WASHINGTON, Aug. 8. The Shanghai correspondent of the United Press learns from an unimpeachable source that the Japanese Authorities have ordered women and children and non-military nationals to evacuate the Manchukuoan-Russian border area, between Tsitsihar and Manchuli, where sporadic fighting occurred recently.
