EMERGENCY OUTLAY INCREASES IN SERVICES REQUESTS TO CONGRESS (R'ecd. Jan. 11, 10.40 a.m.) WASHINGTON, Jan. 10. The House Appropriations Committee has approved of President Roosevelt’s recommendations for emergency defence. The Neutrality Expenditure Committee asked Congress to provide £66,800,000 for the army and navy coastguard and Federal Bureau of Investigation providing for the following increases in the personnel: Army, 16,969 to 277,000; national guard, 41,000 to 251,000; navy, 29,000 to 145,000; marine corps, 6000 to 25,000: coastguard, 2000 to 10,886. The navy received £7,100,000 to buy 518 aircraft for use by neutrality patrols. The coastguard appropriation is chiefly to recommission inactive vessels. The neutrality patrol is now being extended 800 miles out to sea.
