Washington reports state that President Roosevelt has formulated the general objectives which he regards as essential for any just and lasting peace, but he feels it unwise to publicise them at present. He outlined these objectives to churchmen who waited on him yesterday, but under a pledge of secrecy emphasising that they were at present ideals rather than proposals. Observers feci, however that they are in definite shape and were withneld because it was felt that a successful peace effort at present would be impossible. The disclosure tends to confirm the reports that economic and foreign affairs experts have been working on a broad survey of possible bases for f• lasting peace with the idea of making definite proposals wnen success is likely.
The churchmen’s reference to hopes of peace being encouraged by the spring brought a repeated statement by Mr. Roosevelt at a press conference that peace moves would be made only, when and if the “moment were opportune."
