SECRET TALKS ON AID PLAN FOR SOUTH-EAST ASIA

LONDON, Sept. 28 (Rec. 11 a.m.) —The co-operation of capital exporting countries like Britain and the United Stales will be vital to the success of the British Commonwealth’s £1,725,000,000 aid plan for South-east Asia. This is stressed in the draft report of the six year plan now being considered by seven Commonweflltn Ministers meeting in London. The report contains six year development programmes submitted by India, Pakistan, Ceylon and the British territories of Malaya, Sarawak and Borneo. The meetings, which began last Monday, are being held in secret and the report is not expected to be published until after the talks end.
