Dismantling Policy In Germany Is Likely To Be Ended

LONDON, November B.—“ln addition to joining the Consultative Assembly of the Council of Europe, Germany may be allowed as a result of the Foreign Ministers’ talks, starting in Paris tomorrow, to have commercial and consular representatives in the Western capitals,” says the Paris correspondent of the Daily Mail. ; ‘The idea has already been accepted in principle as one of a number of steps towards bringing Germany more closely into European co-operation. Other steps will probably include the ending of the dismantling of German factories.”

The correspondent adds: “At present there is technically a state of war between Germany and the Allies and it is suggested that something might be done to ‘mitigate’ this state of affairs until the signing of a peace treaty. This has already been done in the case of Austria, and it is felt that the time has come to ‘begin to clear away the barriers’ between Germany and the free world.

“But neither these nor any other concessions will be granted until the West German Federal Government has given the clearest possible guarantees.”

The Bonn correspondent of the United Press says that the West German Government has sent a Note to the Allied High Commission requesting that the dismantling of German industries should cease. The Germans offered to negotiate adequate securities and guarantees in return.
