LONDON, Sept (Rec. 11.30 a.m.).— The Associated Press Sofia correspondent says that Bulgaria today sent identical Notes to the British and United States legations rejecting the invitation to participate in the commission for discussion of an alleged violation of human rights. The Bulgarian Note said that Bulgaria stood by its claim that there was no dispute, and that Bulgaria had fulfilled, and was continuing to fulfil, the peace treaty obligations.
