FARM-HANDS AND LANDOWNER'S TOKIO, Sept. 15. The All-Japan Agricultural Union has sent out notices calling on 330,000 farm-hands to strike as a result of a failure to reach agreement about collective bargaining rights and wage increases with the All-Japan.
