CRITICISM OF AMERICAN . NAVY WASHINGTON; May 30. Criticism of the American Navy for wanting to administer former Japanese Pacific islands was expressed by the former Secretary of the Interior (Mr. Harold Ickes) in an address to the Institute of Pacific Affairs. He said the Navy’s record of government in Guam and Samoa showed it could not be trusted to rule civilian populations. > Mr. Ickes called on the United Nations to announce unequivocally their intention to bring' the former Japanese islands near the trusteeship .of the United Nations.
