The main problem is to find the best method whereby the Dominions can each progressively make their most effective contribution to the common cause in man-power and material resources. While the conversations will greatly facilitate this, the decisions must finally rest with the individual governments of the British Commonwealth, and their respective parliaments. The British Ministers regard the value of the talks with Dominion Ministers as already exceeding expectations. ’ • ’ ' It is not proposed to create a permanent Ministerial body in London to carry on the work, but specialists, including service officers and economic and supply experts, who accompanied the Ministers to London, will remain as part of the enlarged staff, acting in conjunction with the High Commissioners, to deal with war problems.
