MOONEY’S COLLEAGUE FREED. [BY CABLE —PRESS ASSN. —COPYRIGHT.] SAN FRANCISCO, October 17. The Governor of California has commuted the life sentence on W. K. Billings, who was sentenced about 25 years ago, in company with Tom Mooney, following their conviction on a bomb outrage charge. Mooney was released early this year. The Governor stated he was convinced Billings was innocent, and that he was convicted on perjured testi-' mony, similar to Mooney, and also by suppression of evidence. A majority of the Californian State Supreme Court approved of the commutation.
