COMMAND EE-ORGANISED. [BY CABLE PRESS ASSN. COPYRIGHT.] LONDON. January 2. The “Daily Telegraph’s” Moscow correspondent says: “Far-reaching changes in the Soviet war machine are .announced. Single command of all the armed forces, has been abandoned, at least in principle. A separate! Commissariat of War and Naval Affairs has been created. This body is one entirely independent of M. Voroshiloff, who previously was Supreme Defence Lord on land, .sea and air. M. Boris Smirnoff becomes Commissar of War. M. Mekhlis. the Jewish editor of “Pravda” becomes Vice-Commissar of Defence in charge of the Red Army’s political department.
