House of Lords for holders of the Victoria Cross. The seating arrangements have been fixed by drawing numbers from a hat. Thus it turns out that the Prince of Wales who presides, will have Viscount Goat on one side, and Sergeant William Burman, who is now a chauffeur, on the other. There will be 320 present, three of whom are blind.
