The publication of the New Zealand Defence Minister's views and liitude on Lord Lee’s speech raises 1 lie question of initiative. The Admiralty has hitherto been respectful to Dominion susceptibilities, and has hesitated to- make first move, hoping that' tile Dominions would take the initiative. Now it is considered likely that following the Now Zealand hint, a memorandum will he drawn up ; etting out Britain’s requirements following the Washington Conference.- I his, naturally, will bo most confidential, and will doubtless receive Premier Lloyd George’s attention after his return from Genoa.
