The Japan-China Treaty.
(Per Press Association). Shanghai, May 9. The Chinese Government is sending 5000 troops to suppress the rising among the Black Flogs. St. Pete-usuuiscj, May 10. It is published that Japan only yielded to Russia's protest on the actual issue of orders by the latter for the mobilisation of 100,000 troops. Seventy officers had left here to superintend the operations, and 140 were prepared to follow. An initial credit of 20,000,000 roubles has been opened.
