The Timos of to-day publishes a pnra* graph stating that the Bussian Government has proposed that the Powers shall instruct their envoys at Constantinople to negotiate a settlement of the Bulgarian difficulty while the Bulgarian deputation is in'this city.
The death is nnnonneed of Sir Joseph Whitworth, in his 83rd year.
In a number of churches in London yesterday the Socialists again hissed when the prayers to the Queen were read.
