PHILIPPINE ELECTIONS
>- COMPLAINT OF INTIMIDATION MANILA, April 15. President Osmena announced that he had ordered an investigation of the complaint that the terrorist practices of armed bands would prevent free balloting in central Luzon in the election on April 23. The complaint was made by the Presidential candidate, Manuel IRoxas, in a message to the United States High Commissioner, Mr Paul McNutt.
