MEETING OF METROPOLITAN BOARD “ AN AUTHORITY WITHOUT AUTHORITY " A meeting of the Dunedin Metropolitan Milk Board was held last night. Present were M r W. B. Taverner (chairman), Messrs L. J. ‘lreland, R. F. Barr, L. M. Wright, J. T. McCartney, and! J. H. Hinton. POWER OF TRANSFER. An application was received from Air T. D. Dalziel (Brocikville) to transfer his milk run to Air E. Penno (Halfway Bush), a returned serviceman. ' it was pointed out by. the acting secretary (Air It. A. Johnston) that so far the board had not any by-laws, and until these had been adopted no transfers could be carried out. For the benefit of members Mr Wright outlined the procedure adopted by the Alilk Zoning Committee. A member Qf the Rehabilitation Department had been in attendance, and was given the first option to purchase any milk run that was to be transferred. A ceiling price of £6 10s a gallon for rounds was fixed and accepted bv the trade in Dunedin. The speaker questioned whether the board had authority to fix any such price. The Acting Secretary suggested that the central marketing authority would fix a price. Several members were of .the opinion that the ’board had no right to hold up the transfer provided the members were satisfied the price was a fair one. Messrs Ireland and Wright considered the application should be granted subject to the price being reasonable. Attention was drawn to the fact that the applicant had not complied with the .Act in providing certain information as to the extent.of the round.. .. It was finally resolved that the applicant be written to pointing out his responsibilities under the Act to provide such information. REPORT ON CONFERENCE. Air Ireland reported on the business carried out at a Milk Conference in Wellington. At the outset he pointed out that the board had no control over the price paid for goodwill in the case of a sale of a milk run by a producervendor. He then went on to deal with the provisions of the suggested by-laws. At the outset he said that it had been found impossible to have. a set of bylaws which would be applicable to each of the four centres, but the suggestions could be used l as a basis on which to work.

It was pointed out by Air Ireland that under the Act any inspectors appointed by the board would have no authority to take samples of milk. Several members: It is no use having an inspector then. The Acting Secretary explained that under the Act the board had authority to call on inspectors of the Health Department to perform the work. “ This is an authority without the authority to ensure a good standard of milk.” said Air Ireland 1 .
