In the prolonged applause that greeted the moving appeal of President Truman to all the United Nations to " grasp this supreme chance to establish throughout the world the rule of reason and create an enduring peace under the guidance of God," the United Nations conference came to a Iformal close this afternoon, its mission achieved of writing the Charter of the new international organisation to maintain peace and security and advance the well-being of mankind. At the striking final plenary session in the crowded War Memorial Opera House those qualities of goodwill, sincerity, and realism for which the world has looked to the conference reached their highest level. * Among none of the 11 distinguished statesmen who addressed the session in their own languages did they find more impressive expression than in the words of President Truman—words that seemed to give voice to the hopes and fears, and the longing of ordinary men and women all over the world, and that were all the more moving because of their simplicity and honesty. Through President Truman's address, as well as most of the others, ran the constant reminder that the writing olf the Charter has only been a beginning, and that everything now depends on the will of all nations'and all peoples to translate it into reality.
