AMERICA SHOULD GIVE WORLD A LEAD (Roc. 11.35 a.m.) RUGBY, June 27. The signing of the United Nations Charter has brought from American newspapers demands that the Senate should ratify it without delay. The former Assistant Secretary of State, Mr Sumner Welles, writing in the New York ' Herald-Tribune,' says: '' The sooner the United States makes it plain to the other nations of the world by ratification that it is determined to play a full part in making the Charter a success the more likely it will be that the Charter will live up to the hopes placed in it." The leader of the Democratic majority in the United States Senate estimated that the Senate will ratify the Charter at the latest by mid-August. Lord Halifax _ and *Mr Stettinius said: " Ratification cannot come too soon if we are to realise the hope San Francisco has given to the world." Mr Stettinius hoped the United States would be_ among the first, if not the first, nation to ratify it. Comment in French newspapers takes a more critical line than most of the world Press. French Right and Left papers express doubts whether the Big Five should have the power of veto. The Russian newspaper ' Pravda ' says the Charter is not only of great historical importance but of great practical significance.
