Mr Gandhi is resigning his leadership of the Indian National Congress, states the Bombay correspondent of the ‘Daily Herald,’ who adds: “This sensational step follows five days of conferences with other leaders and the Congress Working Committee. Mr Gandhi’s insistence on a full pacifists doctrine and his determination to continue his campaign of civil disobedience proved the stumbling blocks in defining the Congress policy towards the war. Mr Gandhi himself proposes to continue his pacifist opposition to the war.” . .
