MONTHLY MEETING The mayor (Mr W. P. Hartstongc) presided at the monthly meeting of tiic . Alosgiel borough Council. JIIiPORTS. The Finance Committee reported as follows :—The committee has had before it the town clerk’s report sotting out details of receipts totalling £J,IUU os 7d and payments totalling £4,099 14s 7d for tnc period April 1 to October 10, 1940. The committee has had before it correspondence from the borough solicitor in reference to the action being taken against several defaulting ratepayers. Accounts totalling £251 10s Id have been examined and passed for payment by the committee.—The report was adopted. The Works Committee reported as follows:—All channels and outlets have been kept clear. The discharge is still diverted through the trenches on to the adjacent land. Both intakes and all air and scour valves on the pipe lino have received close attention. Three defective stop cocks and one defective service were repaired. A new t\ - cir for registering the flow of water in Leishman's' Creek has been installed, and pipe crossings over the stream that were scoured during the last flood .were concreted over. A sewer connection was laid to a property on Factory road. Drains were tested in the following streets: —-Victoria street, Gordon road, Factory road. The patching of Gordon road highway was attended to when conditions were favourable. Paths in Irvine street have been grubbed and cleaned. One level crossing was laid in Gordon road. Arrangements are being made for the collection of waste material on Saturday, November 9. The local JBoy Scouts have undertaken to assist in this work. Circulars will be sent to householders shortly giving partieur lars of the materials which are required. The committee has considered a request that Bush road be tar-sealed in order to obviate the dust nuisance. The finances of the council will not permit this work to be undertaken at present, but it has been decided to give further consideration to the matter when the estimates for next financial year are before the council. A complaint has been received from the Taieri Women’s Institute in reference to rubbish deposited on the streets of the town, and the suggestion has been made that rubbish receptacles be placed at various points in the hope that the public would deposit any papers or other rubbish in them. The committee erected rubbish receptacles in Gordon road some years ago. It was found, however, that the receptacles were abused, and ultimately they were removed from the street and placed in the Mosgiel Park. In the light of this experience the committee cannot recommend the adoption of the suggestion put forward by the Women’s Institute. The borough foreman has been authorised to form the footpath on the west side of Forfar street, between Ayr street and Bush road.—The report was adopted.

The General Committee reported as follows:—The committee notes that since its last meeting three building permits have been issued, the value of the work involved being £1,021. The sanitary .inspector reports that during the months of July’, August, and September 117 inspections have been made, 22 requisitions being issued; one infectious disease case has been investigated; and 12 milk samples have been taken, all samples complying with the regulations. At the request of the district employment officer, Dunedin, it has been decided to supply him with particulars of building permits issued each month.

The Reserves Committee reported ns follows:—It has been decided to pay half cost of replacing a damaged lamp, the Taieri Football Club to be advised that in future the care and replacement of the lamps must be its responsibility. An application by the Taieri Football Club for a reduction in the rent of the ground for the past football season has been declined by the committee.—Report adopted. CORRESPONDENCE. The Director of National Service, Wellington, advised that Messrs R. Sind and C. J. Hay (organisers for the Homo Guard) would visit Mosgiel on Friday next at o p.m. The Mayor explained that the meeting would be held under the auspices of the Taieri Cmmty Council. He also said that a movement was on foot locally to form a section of the National Reserve and also a mounted body of military on the Taieri.—lt was decided to send two members of the council to meet the organisers. The Town Clerk, Dunedin, wrote about the formation of the Home Guard and enclosed enrolment forms and explanatory circulars. The council's function would bo to act as enrolling authority. A circular letter on the same matter was also received from the Director, National Service Department, Wellington. He trusted that the enrolment could he accomplished with a view to securing trained personnel to maintain essential services in time of an emergency, while at the same time giving those concerned the opportunity of training with the Home Guard.—This town clerk was entrusted with the carrying out of the various details mentioned in the letter. The Taieri Swimming Club forwarded copy of annual report and balance sheet for the council’s information.-hße-ceived. Mr J. Mitchell wrote complaining of dust nuisance in Bush road.—Letter received.
