SAFETY OF CIVILIANS PreM Association—By Telegraph—Copyright. LONDON, September 9. The ‘ News-Chronicle’s ’ political correspondent says the Government has decided to postpone the issue of a safety code for civilians during air raids. The majority of the Cabinet sub-committee decided that it might mislead the public into the belief that war is imminent.
