(Received May . 16, at 11 a.in.).. , The ‘ Sydney Morning Herald’s ’ special Melbourne correspondent says:— As the outcome of negotiations with the Commonwealth Bank, arrangements are being completed by members of the Loan Council for an early issue of an internal loan of probably £12,000,000 for the joint purpose of a works programme and the funding of Treasury bills. ’
