SUGGESTIONS FOR THE FUTURE Press Association—By Telegraph—Ccpyrighl TORONTO, September 15. (Received September 16, at 11.45 a.m.), The delegates to the British Commonwealth Relations Conference agreed on Friday that the dominions High Commissioners _in London should be permanent diplomatic officers, and should not be regarded as representatives of party Governments, changeable with changes in Governments. It was also agreed that a High Commissioner should not bo a Resident Cabinet Minister, as was the case with, Australia, whose delegates were _ m complete agreement with the principle that this was not a proper course for normal circumstances. They asserted that Mr Bruce was sent to London to attend to a particular emergency. Under normal conditions Australia would simply have a High Commit aioner.
