(Received April 15, at 10 a.m.) Renewed Communist activity is reported from Fukien, where lied armies are threatening Changehow, on the mainland opposite Amoy. Foreigners residing on the mainland are mostly missionaries, and are preparing a refuge in Amoy, where the British Consul has requested the despatch of a gunboat. Provincial troops are preparing to take the field against the Red invaders. NORTH MANCHURIA ACCUSATION AGAINST SOVIET. PEKING, April 14. (Received April 15, at 10 a.m.) It will take two or three years to clear North Manchuria of bandits, and the task will require 100,000 troops. This is the opinion expressed by General Tamon, commander of the Japanese second division, in a Press interview. General Tamon accused the Soviet authorities of hampering Japanese attempts to restore order.
