The Riga correspondent of * The Times’ reports that the Soviet leaders are refusing to believe that the Veiruia riots have been suppressed, and are issuing fiery messages of encouragement to their revolutionary comrades in Austria. They are also issuing manifestoes abroad urging the workers to follow up the good beginning in Vienna and destroy the bourgeoise. They declare that a 'general strike is a sharp weapon only if directed by genuine revolutionaries. The Austrian workers must establish Soviets in every district. Dr Seipcl’s Government must be destroyed and a workmen’s Government established. The Soviet Press announces that the South Chinese Communists have decided to proceed secretly, because lawful existence since the betrayal of their cause by the Hankow Government has become impossible.
