GRAVE SITUATION
CHINA TO-DAY. LONDON, September 20. The Foreign Minister (Mr Austen Chamberlain), in a speech to the China Association* said ; “ The new wine -ol tho 'West pours into the old vessels of the East, ferments, and menaces’ us. ‘‘The situation in China is grave. The Chinese cannot escape the impact of Western thought. Wo are anxious for peace.” ft would not ho Britain’s fault, he added, if a Chinese jurist did not join tho British, American, and Japanese Judicial Commissioners’ investigation of the unfortunate Shantung episode. Ho hoped that inquiry would be concluded and tho incident dosed before the Tariff Conference opened. Britain’s only desire was to see China strong, united, independent, orderly, and prosperous*
