(Received December 10, at 9 a.m.) The Brussels correspondent of 1 I he Times’ says :—“The Government has decided to institute tho payment of birth and family allowances to its employees. The birth allowance has been fixed at 250 francs. Tho family allowance will he fifty franca monthly for each of the first two children, forty franca for the third, and thereafter fifty francs per child. The allowance will atop when the child ceases to be dependent on its father.—‘ The Times.’
