PEACE EFFORTS RECOGNISED. WOODROW WILSON FOUNDATION AWARD. Press Association —By Telegraph— Copyright LONDON, December 5. (Received December 6, at 1.20 a.m.) Viscount Cecil of Ghelwood (formerly Lord Robert Cecil) was declared the winner of the first 25,000 dollars award of the Woodrow Wilson Foundation. He was unanimously chosen by the Jury of Award as the person AVho rendered the, most meritorious service of a public character looking towards the establishment of peace through justice, and who has done the most to give effect to the ideals and great plan for world peace to which Mr "Wilson gave so much thought and effort. Viscount Cecil accepts the award, and will come to New York on December 28 to receive the prize.—Reuter.

[Viscount Cecil is the third soil of the late Marquis of Salisbury, and is in practice at the Bar. He was Undcr-Secrotary for Foreign Affairs in 1915, and Minister of Blockade in 1916. He was Lord Privy Seal in Mr Baldwin's Cabinet in 1923, and he is Chancellor of the Duchy of Lancaster in the present, Government. He took a. prominent part in the Peace Conference of 1919, especially in respect of the drafting of the Covenant of the League of Nations, of which he has been a persistent and enthusiastic advocate.]
