The Anglo-French delegates considered the protocol which was drawn up during the week-end, embodying the conflicting views on sanctions and arbitration. The conference broke down at noon, hesitating in regard to the question of the British Fleet. It resumed in the afternoon, resulting in an agreement which the committee will consider to-morrow. Probably Article XII., prohibiting war until throe months after arbitration, will he amended to prohibiting war altogether.—A. and N.Z, Cable. RATANA’S PARTY. GENEVA, September 15, The delegates were startled by the arrival of forty picturesque Maoris adorned in feathers. They belong to Ratana’s party, The delegates were relieved to learn that they were merely sightseers and not the champions of a minority cause. They interviewed Sir James Allen. GERMANY’S POSITION. DISCLAIMER BY DR STRESEMANN. BERLIN, September 16. Dr Strcscmarm denies that ho was responsible for the statement regarding Germany’s conditional entry to the League. He declares that he had been misquoted. His view is that Germany’s entry must not be made conditional on tiro issue in regard to war responsibility. The Government holds the same views on this matter as its predecessor. [An authoritative announcement was Issued in Berlin on Friday that Germany wo,s unable to enter the Loapie of Nations until the question of war guilt was settled. It was announced that the statement had emanated from Dr Stresemann.]
