TEACHERS’ WITHDRAWAL COMPLAINT

OTHER SIDE OF SHIELD. TOO MANY GRADES. [Feb United Press Association.} WELLINGTON, April 21. Tho executive of the New Zealand Educational Institute explains that there is another side to the complaint of education boards of frequent withdrawals of teachers from positions for which they have been selected. Owing to the excessive number of grades of positions in the service, it is pointed out that teachers are practically obliged for their own protection to apply for every suitable promotion offering. If they do not they find themselves being left behind. There are nine separate districts advertising similar vacancies, and teachers are obliged to submit sometimes three or four applications at the same time; and as selection depends on grading, it follows that frequently tho same applicant will _ho selected ior more than one position, and must withdraw from one or more, causing delay and annoyance, not only to tho boards, but to the teachers. The fault is not with the teachers, but with the system that tolerates so many steps in the scale of promotion that teachers have to be continually moving from place to place.
