AFGHAN AFFAIRS.
DELHI, May 1. (Received May 2, at 1.35 p.m.) The Ameer of Afghanistan is contemplating building a new capital on the Charden Plain, near Kabul. He is also making extensive improvements hr the summer capital at Paghman. The Afghan Customs returns for the past year showed a- large increase.—A. and N.Z. Cable.
