POLAND'S WRATH.
COPENHAGEN. February 18: (Received February 19, at 9 a'm.) The Polish Government have issued the following proclamation : _" We protest before Gcd, the world, and history against a hew partition of Poland by tho separation of Kholm (which has been given to the Ukraine). The Central Powers promised us our independence, but havo now bought peace with the Ukraine by selling a Polish province." The •Lokal Anzeiger' (Berlin) eavs that the abovo. proclamation is equivalent to a declaration of war by Poland against the Central Powers, who liberated Poland from -he Tsar's yoke.
