INCREASE IN THE ARMY. 0 . (London ‘Times’ and Sydney ‘ Sun ’ Services.) ST. PETERSBURG, April 26. The greater number of cases are connected with insanity, alcoholism, lonely life in desolate places in Siberia, and the threeyears’ service regulation. Strange surroundings in Poland, where the language is unknown to him, also predispose the Russian soldier to suicide.
