A SURPRISE DISSOLUTION. ELECTIONS IX SEPTEMBER, Press Association—By Telegraph—Copyright. OTTAWA, .Inly 50. Parliament lias been dissolved. The elections, which will be on the Reciprocity issue, will take place on September 21. The dissolution announcement came as a. surprise to the politicians, as it was generally believed that action would not be taken for at least another week. Much dissatisfaction is expressed over the Government's failure to introduce a Redistribution Rill, based on the recent census, as Western Canada, and Briti.-h Columbia are deprived thereby of an increased representation in Parliament probably amounting to 20 members. It is said that. Manitoba and British Columbia are largely opposed to Reciprocity. if returned t> power,. Sir \V. Latuicr intends to make more stringent rules for the prevention of pa.rliam.entu.ry obstruction. A THIRD PAP.TY ABANDONED. OTTAWA, July 29. The Western grain-growers' projected formation of a now agricultural federal parly independent of both Liberals and Conservatives has been abandoned, to the great relief of the Liberal headquarters. A serious loss to the Government forces was feared in the forthcoming elections.
