DELEGATES ON TOUR. BLOEMFONTEIN, November 28. Tho mayor and mayoress, councillors, and local Australasians welcomed Mr Fisher and Mr Fow-lds at tho station. The visitors- were entertained at breakfast by a large gathering of representative citizens. The local Labor party presented an address to Mr Fisher. The visitors motored to places of interest, including the Grey University College. THE EDUCATION QUESTION. CAPE TOWN, November 28. (Received November 29, at 9 a-m.) Tho University favors the development of a national system of teaching from the existing system.
