Writing in ‘The Times’ in answer to Lord Hugh Cecil’s contention that it was not the claim of separate nationality or their geographical situations that made Australia, New Zealand, Canada, and South Africa secure Parliaments, Mr L. C. Amery (of ‘The Times’ editorial staff, and sditor of ‘The Times’ History of the War in South Africa ’) states that the Dominions aave no Mention of sacrificing their national individuality on the altar of better organisation. The idea that the United Kingdom can be federalised, and Australia and New Zealand then asked to come into the federation on the same footing as IreLand and Wales, would not occur to anyone who was familiar with public opinion in the Dominions. When an Imperial Federation comes it will be really federal—a federation of equal States, whereof the United Kingdom would be one.
