(Received April 16. at 8.20 a.m.) The indictment charges Lopukhin with treason for having, under stress of intimidation., betrayed Azefi to the Revolutionaries, thus assisting the State's enemies. Azefi' fled, owing to his betrayal. The indictment also recapitulates Azeff's enormous and surprising services to the secret police, while Lopukhin was a director of police under the department of the Ministry of the Interior.
