HABITUAL DRUNKARDS ACT.
[Special to the Stah.] CHRISTCHURCH, December 22. Mr Waidegravo, tho Under-Socrctarv for Justice, is visiting Christchurch partly in ootmection with the putting into operation of tho Habitual Drunkards Act. Local philanthropic' institutions are very enthusiastic in regard to the Act, and believe that it w ; ll at any rate help to keep the victims of drink off the street, and may have very wide-reaching effects.
