CampbeU-Buonerman opened the Inter-Parliamentary Conference at the Royal Gallery in the House of Lords. Six hundred delegates were present from twenty-one foreign Parliaments. After Sir Henry's speech the members representing the Duma left the Congress to ietura to Russia.
