(Received March 17, at 8.23 a.m.) The proposal of the American syndicate formed to construct at their own cost a Kansk-Alaska tannel railway in return for a strip of land along the entire railway for industrial purposes is viewed more favorably in St. Petersburg than formerly. The syndicate profes their readiness to find fifty-four millions sterling for the enterprise.
