RUSSIA AND CIVILISATION.
A CANADIAN RESOLUTION.
Press Association—By Telegraph—Copyright,
OTTAWA, March 16.
(Received March 17, at 8.45 a.m.)
Mr MacDonnell's lesolution, in. the Canadian House of Commons proposing that an address be sent to the King deploring the inhuman massacre of Jews in Russia was adjourned at Sir Wilfrid Laurier's instance, on the ground that it is doubtful if a colonial Assembly had the right to advise the Imperial authorities on a matter wholly within a sphere foreign to their relation.
