WELLINGTON. August 2

Instructions have been issued to bring an action against a southern newspaper claiming £5,000 as damages for libel on account of strictures contained in the journal referred to with respect to the conduct of the Government Life Insurance Department. The Commissioner says that, pending the service of the writ, he does not think the name of the newspaper should be disclosed. Later.
