The efforts of Unionists to add conspiracy affecting laud, sedition, riot, intimidation, and unlawful assembly to the list of subjects on which the Irish Parliament cannot legislate were rejected. In the course of the discussion Sir Balfour declared that he refused to hand over the loyalists bound hand and foot to their enemies. (Received June 8,1893, at noon.) The 'Chronicle' is convinced that the Home Rule Bill will not be passed, and that an appeal to the country is inevitable. It considers that the present debate is a mere farco.
