M. Constans, ill the course of an interview, indicated a broad, tolerant policy programme, seeking to rally the Moderates of the Left and Liberals of'the Bight. M. (loblet, in unveiling a monument in Paris, stated that the forbearance of Fra ice with regard to Alsace cannot last much longer unless Germany avoids a conflict by an amicable settlement. [Special to Press Association.] PARIS, Junk «. (Received Juno 7, 1893, at 11.3(1 a.m.) M. Goblet contends that the retention of Alsace by Gerniany was the main cause of the insensate armaments of the European nations. France did not desire to provoke a war, but was determined to be ready for it.
