CALL TO BIG THREE
WITHDRAWAL OF TROOPS
LONDON, December 20
The Persian Legation in Paris announced today that it had sent two Notes to America, Britain, and Russia within the past week.
The first Note declared that the settlement of the Persian problem was an urgent matter for the Moscow talks and described the presence of foreign troops on' Persian soil as-a source of trouble, and called for their evacuation as soon as possible. The second Note said that the Persian Government had suggested sending a representative to Moscow for direct contact with Russia before the news of the Foreign Ministers' Conference. ' ■ '
An angry chorus ol protest arose in the Persian Parliament from supporters of the Premier, Hakami, when a minority ..leader proposed a plebiscite to allow a change in the Constitution "in order to permit ol certain reforms and allow negotiations with the Democratic Party of Azerbaijan." He declared that Northern Persia had been neglected by the central Government, and suggested a reorganisation of the Government.
A Moscow message says that the Persian troops and gendarmes in Reziaeh, Miranda, Ahar, and other towns have now completely submitted to the Azerbaijan Government. The Russian Embassy at Teheran has not yet acknowledged applications b-y foreign newspapermen and the representative of the United States State Department to enter Azerbaijan. British and American correspondents have been seeking admission to the area for the past ten days.
■ A court-martial has been convened in Teheran to inquire into the surrender of Tabriz by Government forces to the Democrats. General Barachshani, former commander of the Tabriz garrison, and eleven members of his staff, returned by plane today.
