CHINESE PLAN PRESENTED

NEW YORK, October 3. .The Chinese delegation at Dumbarton Oaks presented a detailed plan for the establishment of international machinery to remove or mitigate the causes of war, reports the "New York" Times" Washington correspondent. The plan entails the use of force against aggressors, and also emphasises that security can not be attained by force alone. For that reason the Chinese suggest the creation of six international commissions, to deal with the economic, social, territorial, law modification, labour, and cultural problems which have contributed to both the world wars.

Lord Halifax and Mr. E. R. Stettinius, the United States Under-Secretary of State, have been elected co-chairmen Of the second phase of the conference, which probably will end thisweek.
