Rec. 1.5 p.m. RUGBY, Jan. 20. The King has approved regulations making British subjects from outside Great Britain who have \been in Britain for three months liable to be called up. Hitherto they did not become liable until they had been in Britain at least two years and not at all as long as they were in Britain for only a temporary purpose. — 8.0. W. '
